Should Ashen Grip be proc'ing Ilambris?

Just as the title states I have the Ilamrbis set and the Ashen Grip set. I assumed off of text that the Ashen Grip set should be proc'ing Ilambris but it is not. I spent 15 minutes fighting random mobs and it didn't proc once. I did a quick fire breathe test as well and that immediately proc' Ilambris so I know that set is working fine, its just that Ashen Grip doesn't seem to be proc'ing it at all.
Am I missing something or is this a bug?

Oh, but it does proc on yourself! Minor Lifesteal counts as the person doing the damage to the target being the originator of the heal so if you throw down the blood fountain, light attack something with Hiti's Hearth on, and heal the health you just lost.... well.... Hiti's Hearth will in fact proc. Anyone in Hiti's Hearth's radius ((And other healing procs like Sentinel of Rkugamz and Winter's respite)) will then proc Spell Power cure if you over heal them with those procs.
