Random Normal Dungeon queues into locked DLC dungeon

Me and my 3 guild friends joined RND queue to get those lovely transmute crystals, after ready check we got Moongrave Fane dungeon. It would be fine, but two of us didn't have either ESO+ or this DLC unlocked, so we ended up with 15 minute penalty.

Shouldn't RND exclude not owned DLCs? Or is it new, completely non-intrusive way to advertise additional content from crown store?

I suspect it's only counting the dungeon availability of the ONE person out of the three-man group who actually hit the "join queue" button? Yes, that's just stupid.

In any case, there are so many DLC dungeons that honestly, the random queue function ought to be split into "Random (Original)" and "Random (DLC)".

And if queueing for a DLC dungeon, it should cross-check ALL members of a group that are queueing as a group, to see what's actually available, just in case there are dungeons they don't have in common.

I had the lead and I started the queue, so it shouldn't give us Moongrave anyway since I don't have it. Never had similar issues before, so it feels more like one-time bug for me.
