Yes. Depending on what version of the game you bought and when, the game itself starts you in any number of different zones. Some however, are a lot less forgiving to a newbie or low level character than others.

I have played a awful lot of eso in the past and have been through the starter quests more times than I can remember. So I was just looking for something new to get my teeth into.
I noticed this one wayshire on my map that I could not remember visiting so I jumped and found myself in a new aera full of orcs and started questing. I was just a bit worried that it might break my game or something as people seem to advise always doing the starting quests.

Sounds like you're in Wrothgar. That should be no problem.
The original zones for the three factions however have continuous storylines, running those out of order ruins the story but it doesn't really break anything.
