I asked just because, if you hadn't, I presumed you would enjoy doing so.
I went and talked to him in Morkul Stronghold and in Anvil. First of all, no, he's not a rum baba. Secondly yes, he does speak noticeably slower than most of the characters, but not unnaturally so. It's just the Vestige who is constantly in a hurry to steal and murder explore and fight, I guess.
