I will often mix them but i would also love some styles where the hood is down or something that goes into the headslot that isnt a healm like just goggles or something.
It depends on the outfit or the character. The hair being hidden on hats is weird, same with certain helms.
My main character is an OC I play elsewhere, who I played in Skyrim, and now here. The entire joke is "this guy isn't actually from Elder Scrolls, he ended up stuck here", and he took a liking to Dwemer stuff so he always keeps his helm on (very mysterious). Since we can't play actual Dwemer in ESO, it's the way I pretend so his face needs to stay covered.
My tank, she's an imperial and I like her face? But the Arkthzand Anfractuosity Shroud hat looks great on her armor so she also wears a hat.
My dunmer doesn't wear a helm because it covers her hair, and she wears the eye covering for her blind eyes you couldn't see otherwise if she had a helm on.
Etc etc etc. It's all funny situational stuff for my characters.

I could have answered a mixture of both because on some outfits I did use a helmet, but I much prefer showing the face.

I'll wear some of the hoods. I'll occasionally make my helm visible if I'm a tank and I'm going to work with a group but it has to be one that doesn't look completely dorky. I do like the Glass motif's helm. There are a lot of others I would not wear on a dare.
Depending on occasion, but mostly not. It's only a hood (light armor), so it wouldn't protect much anyway. I sometimes enable it in cold weather though. I generally have a tendency of changing my main's outfit according to climate (really can't see him running around in a robe made of thin fabric only while surrounded with snow and ice).
