It is very easy but it seems ZOS does not want to do it.
I guess ZOS believes that by making the strong weak they can make the weak strong. Though history has told us the exact opposite. For some reason, this wisdom eludes those who are making these decisions.

I don’t disagree because all that’s going to happen is that the strong are going to power grind and open the gap again whereas your more casual players may not have the time or the patience to do the same.
Honestly, even if this was done, you would really only gain maybe 300 CP, but still it would at least feel less like you’re getting screwed.
Exactly by doing this ZOS forces the strong players to grind more, the very players who already have more resources and time. They will in turn then use more XP pots, raws for training gear, etc.. making those items less available and more costly. This, in turn, will make those XP items even harder to get for the casual player.
Pretty easy chain of causality to see, while I am not saying it is some terrible inevitability it will be a factor that is aggravated by NOT scaling CP to the new system XP.
