Why is CCbreak so slow?

Most times when you get cced you cant break it, takes 1+ second to get out of it, specially if youre knocked down on the ground. (on live)

✭✭✭✭✭I'm more concerned with how fast it is for my opponents. I break and do the arm flailing thing and eventually get back to what I was doing. I hit them with a fossilize and 0.2 seconds later, they have broken free, dodged and and running around that rock/tower/tree again.6 -

✭✭✭✭✭Its server related and it bugs me like you won't believe. Sometimes I'm able to instantly break free and dodge roll in the span of a second, but other times I get stuck and nothing works.
