for the same reason those very same quests give AP as a reward. they are in a pvp zone, ergo, they are pvp quests.
that said OP has a point, and in IC, they added sanctuary aura in little rooms where quest conversation happens as well as short term invulnerability when just zoning through the district doors. I don't see why the same cannot be added to Cyrodil. all it does is allow players to get out of the loading screen before getting attacked.

To be fair it is an issue in pve as well, dialogs being interrupted by that random guy you agreed by mistake 2 minutes ago...

Cyro has sanctuaries too. It's your home gates and where you can travel on the transitus network.They're actually even safer than the IC ones.

Let's be honest, if they made the area around the NPC safe, you're just changing the time they kill you and absolutely what people would do is stand and drop AOEs on that area. But you do have a point regarding finishing dialogue to at least be able to turn the quest in.
BUT that said you can be attacked in dialogue in PvE too, so... maybe not.

its about as pure of a pvp zone as IC is. why? because there are npc based quests there. both dailies and one time short quest chains. it has dolmens. it has delves. the only pure pvp areas we have are battlegrounds. Cyrodil is the original pvpve zone.
and here is the thing. in IC, when you are doing actual story quests... you can get attacked and killed. when you are in the city quarters, or sewers themselves, killing required npc's or clicking on required objects - you can be attacked and killed. you can NOT be attacked while talking to npc's though and you cannot be attack just after zoning between areas. because loading screen lengths differ. that sanctuary effect is not permanent. its temporary. just long enough to let you load in and get your bearings.
I fail to see the reason to be against the same sort of provision in Cyrodil. its not like pve players will suddenly be completely protected from your ganking. heck they won't even be protected from being attacked while trying to click on an objective and dying before they could.
they just will get a chance to finish talking to an npc.

That's only for the main quest, though. Not for the dailies, which is what gives you tel var stones and tickets.

Ye I can imagine a bumper car area where someone got himself confused about controls and run into a wall, ye this guy will get bumped by others.
Tbf I don't understand how you could compare PvP event into real life threatening situation when the two have nothing to do with eachother. Super disrespectful to those that died in car accidents or have relatives that did.
There point was that guy was being selfish.
