I'm pretty sure, like me, they're kinda stumped as to what kind of content to make other than cosmetics and Battleground maps.
I'm also pretty sure they're wary of releasing new content for a part of the game that remains to be so unstable.

pve players will complain that zos is giving us to much content as proven by the ones that commented on this thread

Actually I don't care about PVP, but I agree with you. They should give PVPers new BG's or something fresh. I think they will but they more than likely want to fix the performance issues first. If they released new PVP content now with all lag, crashing, and other issues it would cause chaos. The only problem is, when or are they ever going to be able to fix these issues.

The truth is that PvP does not need any content.
there's only so many ways players can bash the heads of other players in.
it doesn't require story, nor zone, nor whatever. It always stays fresh because of it's inherent unpredictable nature.
PvE not only needs content, but also represent the overwhelming majority of players.
So, the new content made is for PvE, and that's quite normal.

Imagine this kind of stuff happening in any overland PvE zone. Even if it will be totally optional, other people will "flee" from this zone to avoid griefers and potential exploits.

Because some people are so driven on PVP and are quite insulted when someone does not appreciate being humiliated by them.
In EVERY MMO I played PVP crowd was EXTREMELY toxic. ESO included.

Which is funny, i'm missing out on that 1 ticket because screw IC. Only repeatable mission i saw was bounty board telling me to kill 20 sorcerers first day and 20 dragonknights second day and i dropped it both times. So it can remain dead content for me, midyear mayhem ticket event or not, i don't do forced pvp.
At least outer cyrodiil had a scout board and just required going to x location and press a button and return (or die and respawn home faster)

Ugh this community is so toxic toward PvP players it makes me sad.
Yep, a lot of are pve players super toxic and for some reason believe they are entitled. No wonder most pvpers have left this game.

PvPers have always been the most helpful, least elitist bunch in my experience. I know cool PvEers too but they help I got from alliance loyal PvPers kept me in the game as long as I have been

The fact there were no good rewards for BGs hastened their departure. The good groups continued playing other good groups and it got boring for most. If a new player dipped their toe in BGs they were annihilated and immediately chose not to return. Lack of PvP build balancing helped hasten this with super runners for chaos ball, or premade groups of werewolves playing with those new to the game.
The new CP system is the first big step in addressing PVP problems in Cyrodiil and IC. But a lot needs to be done to make PVP attractive to the majority of the gaming population. And until the current modes of PvP are fixed and made fun for all don’t expect new modes. There is no point developing a new PvP area if a few jump in, automatically dominate, and prevent others from fully enjoy it. Those others hate it, shun the mode, and then ZoS has content that no one would really want to purchase.
