Why would they. A good portion of the upcoming changes are about long term issues. They didn't tell us when they were working on these changes what was coming for a reason. I'm guessing a big part of that reason is they didn't want players grinding CP levels in anticipation. That want us to have something to do.
The other reason I doubt they would do this is the backlash they already receive for putting skill points in the crown store. A lot of players jumped on the P2W bandwagon right away with that one and you have to earn the skill points on at least one character before you can purchase them for another character. Since CP is account wide that formula for purchasing isn't applicable. Purchasing CP would be a whole lot closer to P2W than anything else in the game and players would go crazy if it happened.

You imply that the only part of the game to play is the grind. That's the part of the game I don't care about. I care about endgame, specifically PVP. If I can pay to skip the grind for passives, skills, gear, etc and just have all of the tools I want and need load and start PVPing away, then I am going to take that route.
Some people enjoy the journey and never actually want to end up anywhere. I'm someone who knows exactly what destination I want to head to and want to skip the journey there as much as possible.

And if you have 1200 or more now then you can get almost the max dps possible. There are few passives that you cant get atm but they add very little dps if any. They are mostly for convenience. Most dps increase comes from the slottable stars and everyone can only slot 4 combat ones. So whether you are cp1200 or 3600 it's still only 4. You can add more into passives later as you gain cp but they only add you 2-3k dps.
lets put things in perspective. we get daily 400k enlightment, which means they are expecting a casual player to get 100k xp daily, that will get boosted to 400k through enlightment, assuming you are playing 5 times the amount, you will gain daily of 800k xp. around the 1200 cp's you need almost 1000k xp to get 1 cp. so to get to the point where horizontal progression starts (2700 cp) you will need more than 5 years playing in a non grindy, fast pace (i didnt even count in more xp needed each lvl). this is not ok. even doing random normals on 18 characters a day will net you less than 3 cp a day, which means more than a year and a half xp grind. even assuming u r permanently under 50% xp boost it is a year. (from 1200 to 2700).
ye. i dont want to tag anyone specific from the team, but during the stream they were very excited how much "horizontal progression" the "new cp" gives us. well, to use their words describing eso in a good light: "eso was always known for it's horizontal progression". the new cp is not horizontal progression.
