Sadly pvp is not profitable unless it is P2W.
Lets hope that ZoS will not forget that PvP saved the game when there were no new content for more than an year after launch and all the end game was PvP.

ZOS could add overlandpvp. Imagine you sign a contract and get a license to kill other players who signed one too, and then go out of town to kill those players. If you're not in the mood for this you need to give your license back. And then we would have quests like: 1. quest - kill one player. 2. Kill 5 players. 3. Quest - kill 10 players ... till 50 or 100 kills. But if you give up you lose your progress.

They are unlikely to add any other "mixed" PvP & PvE content. Imperial City proved it. This type of content was not received well by the player-base. If it was good, then by now we would have a lot of content like that.ZOS could add overlandpvp. Also, seeing how it was a "dead" content, to the point that ZOS had to convert it into "free DLC", just to maybe create some player retention. Another thing is Midyear mayhem... at the start of the year... with 1 event ticket forcing people to go to IC... just to keep player retention in this zone...
Imagine this kind of stuff happening in any overland PvE zone. Even if it will be totally optional, other people will "flee" from this zone to avoid griefers and potential exploits.

so with the new chapter
questers gets a whole new story and zone alongside new companions
end game pve gets a new trial
and pvp? did n miss it?
and just incase someone asks what the content for pvp in previous chapters where:
morrowind-bgs and new class
summerset-jewelry craft allowing new set combos and new combat skill line
elsweyr-new class and pvp hammer that spawns
greymoore- mythic items and new siege weapons
.... and also before someone asks zos stated on live stream companions won't be ussable in pvp.... so once again where is the pvp content this time... we don't get a lot but at least we used to get something.

zos can easily make pvp more profitable without making it p2w.... and in any case most pvp players spend a lot of money on this game.... costumes weapon styles mounts skins etc.... most pvp players gets the latest chapter for jewelry crafting or new skill line siege weapons mythics etc.... if a dungeon dlc has a good pvp set in it a lot of pvp players will get the dlc to get the armor or they already have eso plus for craft bag with a lot of papers have.... maybe not know because I know some who dropped plus due to zos giving pvp the big middle finger.... honestly a lot of pvp players spent as much and in some cases even more than the average casual player zos seems to cater to these days.... I hate the excuse of pvp not bringing in the cash because that is an absolute lie in my opinion

Nothing.
They can't even be bothered updating the special weapon to something new.
When they introduced Volundrung, I thought we'd get new ones every like 3/6 months until we had enough that they were on constant rotation.

Yes, an opinion shared by many.
I'm also pretty sure they're wary of releasing new content for a part of the game that remains to be so unstable.
