Yeah they don't do that kind of content anymore apparently.
It's just fluff for new casual solo players from here on.

They realized it *** hard to balance and almost everyone who thinks spellcrafting is cool have this mental image of oblivion and Morrowind level spellcrafting which simply cannot be done in a MMO so it would be a really toned down version of spellcrafting as seen in the video they showed back in 2015 and they decided to scrap it.

Sounds like an absolute nightmare to balance. I honestly hope it never gets added. No harm done in a single player game, but this isnt a single player game. It's an MMO.
Just let it die already.
It was a marketing comment about a feature they maybe had planned before ESO was even released.
Be pleasantly surprised if they manage to pull it off in some form, but until then, assume it's not going to happen as a working hypothesis.

I normally agree with just about everything you say, but I just dont believe they could ever balance this in a satisfactory way unless the system was EXTREMELY limited which would just frustrate players that want it to do more. My advice, Let the dream die or at least wait for ES6.
