You know what's meant by that. A zone is a DLC. A zone + features is a cash-only Chapter.
The main features of Morrowind were Battlegrounds and the Warden class.
The main features of Summerset were Psijic Order skills and jewelry crafting.
The main feature of Elsweyr was the Necromancer class.
The main feature of Greymoor was Antiquities.
The main feature of Blackwood, as far as we know, looks like these player companions. As anticipated from ZOS' letter, that's pretty lackluster compared to previous chapters.
I'm willing to withhold judgment until I see the price tag, but I'm expecting to see a price that is commensurate with the lesser extent of this year's features.
