Chest complexity

What is chest complexity based on? I have heard several thoughts. But here's what's weird to me. I have only ONCE found a Master level locked chest. EVERY one I have found in the past week has been simple, no matter where I find it. And I only once found, in the very first quest I did, an "Impossible" lock. Do you get better so what was once Master goes down, and I am the god of lockpicking now? Is that why? Or are Simple locks just very common? Anyone know?

    It's based on your character level. So if you find a chest at level 4 (for example) that says impossible, and it's still there when you hit level 5 the chest will say master (assuming it was only one above you). At (character) level 6 the chest will say advanced, at 7 intermediate, at 8 and beyond simple. (These are approximate, I have no idea if a level 5 toon opening a level 5 chest is master/advanced/intermediate or what)
    So chests are usually simple in zones appropriate to your level, higher level areas (vs your level) will have harder difficulty chests.

    I agree with @Hekx chests have a minimum level requirement to prevent you from going to zones that are way above your level and looting chests there.

    I tested this on the PTS several months ago by leveling up right next to chests ...
    ;-)
