Because radiant apex mounts kinda take the cake for rare purchased stuff, followed by the crown-exclusive houses that require dropping lots of crowns. If your endgame is showing off all the shiny cosmetics, you'll need to pay ZOS for it.

Not to derail the thread but there is nothing pay to win in what you mentioned. Using in game gold to get a group to take you through certain content is not pay to win. Everything else is cosmetic and give no advantage in the game.

You can pay for skill shards, levels in guild skill lines and you can pay for clears. You can also pay for upgrading materials. There is an extra step to it but it is still p2w.

No it isn't. You have to earn those shards and skills on another character first and they are all available in game. Pay to win would be a weapon that did more damage available in crown store only or a mount that is 10% faster available in store only. If it is available in game and can be obtained by resources earned in game only it is not pay to win. Pay to win is when you pay real money to get something that can't otherwise be obtained in game.
Paying for clears is not pay to win. It is simply a different way to achieve a goal. Spend the time learning the trial with guild mates for the clear or spend time earning gold in game to purchase carry. Either way it is achieve in game only.
Edited to say what you describe I would call pay for convenience.

Both, more earned has a "higher" value, effort, time, skills, dedication not through pure luck or buying crowns anything can do it,
you seem to be experienced if you have time perhaps provide answers to both?

Armor sets: Once again, not that hard to grind out. Can pretty much pay to have people carry you through any content so this is meaningless.
I am interested to know which one of those you would consider to either, hardest to obtain and rarest overall from
Titles
Mounts
Non combat pets
Crafting motifs
Weapons
Armor sets
Houses
Achievements
P.S
Least played race or class/hybrid combo?
