It would be useful for people who don't want to pvp for vigor Rapids ,or do it slowly.
Or its a thing and I was too lazy to look it up.

✭✭There are numerous PVE ways to get your run speed capped easily now, making you quite speedy. If you want Rapids when mounted though, you need to earn it. They are giving away AP in daily rewards this month, make sure to collect them on the char you want rapids on and you will be that much closer. Or join a guild that does PVE Cyrodiil for just this reason and earn it in a day or two. Most of my guildies get it on any given Sunday, most are barely over level 10 on the chars they bring out.
