I think in faction locked campaigns, it works better. Don't really have any issues there.
In the campaigns where you can switch alliance freely, it's far easier to exploit. Mass relog into enemy factions to give your alliance the low pop bonus and so on. Not sure how much it's actually done but it wouldn't hurt to remove from there. Most of the time when I see a faction with low pop bonus, they have less that 100 current points, often less than 50.
AP again should still be a thing in all of them however as it doesn't impact the score and does give players an incentive to play for the low pop faction(s).

Sorry but i think that in faction locked it's the most toxic. Sure it's not as abused by switching to other fa tion but you can just play low pop for 80% of the campaign on purpose and still get more points than other active alliances, ans then swoop in amd zerg the last 20% and win. Sorry but if you can't cut it playing like the others then go to non alliance locked. Alliamce locked should be the cream of campaigns, no bonuses for slacking off just good old fashioned pvp. Want to win by zerging? Zerg every day/weekend like the rest of us. It's only fair. I mean sure everyone abuses proc sets and 1 vs x's alot but adding low pop bonus abused on purpose? That's basically cheating but by the rules.
