When Bird of Prey (Warden morphed skill) was nerfed?

Ppl say that Warden morphed skill "Bird of Prey" shoud give 8% additional dmg after u fully levelled it. I went on Alcast site and he said there: "Bird of Prey: Gives you 8% extra damage for just slotting it". So when I fully levelled this skill, I had only 5% additional dmg. Where are other 3%? I checked all hotfixes and patches till Harrowstorm and there was no nerf to this skill. So, how it could be? Did it really give 8% additional dmg and now give only 5% cause of nerf. Or there was no nerf and this is a bug?

With the last update, Markarth. A lot of buffs and debuffs had their values adjusted, Minor Berserk (which is what you get for slotting Bird of Prey) was decreased to 5% from 8%"Stand strong, stay true and shelter all."

✭✭✭✭✭ye, they are trying to make healers more relevant by nerfing their most common buffs, minor berserk and minor magickasteal.
