That is actually a "good" idea:
AoE skills should only work on targets in the same group.
I mean, the idea is just as "good" as healing affecting only grouped targets, so it evens out.
The "change in behaviour" (people staying out of Cyrodiil) should be very beneficial to ZOS.

Its kind of darkly amusing that if I want to heal the people standing around the same resource flag or repairing the same door/wall as me, I have to group up with them first.

It makes you wonder if they even play their own game. I spend several hours a day in Cyrodiil, and have seen firsthand how the smaller groups and lack of healing changes have hurt gameplay..... especially for the solo and new players. So many frustrated newcomers are being driven away that I fear for the future of alliance versus alliance PvP. We need that new blood to replace the vets that retire or move on to other games. Unfortunate that ZOS likes these changes, but there's nothing we can do about it.

If you want to find a group in cyro, just learn how to solo successfully and people will notice your name and invite you... Its not hard!

If a bomber kills you with a 1 shot its your build or position thats the problem not whether you got a heal or not! when i solo i NEVER get killed by a bomber!

They're not going to revert the changes. Rapid maneuver change to vigor is nothing in comparision to this game destructive feature

No, thankfully this change only affects Cyrodiil. Although, if you are at a dolmen in Cyrodiil, then yes.
