Why does ZOS booby trap vendors/guild traders with loose steal able items?

Does ZOS litter around the vendors/guild traders with these steal able items to annoy players? In crowd, it is very hard to see what is what. You are trying to access vendor/guild trader and every easily steal these items. Paying less than 100g is not a big deal except for annoyance.
If ZOS want to promote role playing for thieves, how about limiting these to merchants (which no one uses) and not around guild traders?

✭✭They did finally add an option to prevent stealing these items under one of the options menus. It was never in any patch notes, along with a few other ghost changes.2 -

✭✭✭✭✭Look, the cities of Tamriel have to fund their budgets somehow. Fees and fines targeting those itinerant adventurers and other assorted criminal scum seem like just the way to do it.

Today we have speed traps who serve pretty much the same purpose.
Grinding just make you go in circles.
