Yes u can slot, use it and its the same for each of the armor skills.

It will cost the full amount even if you're in full heavy armor...

Maybe Alex was referring to the duration bonus you get for wearing more heavy pieces, that applies to the unstoppable morph (morph of immovable), right?

I want to say it adds 2 seconds to the duration if you wear 5 heavy, something like that. You end up getting 10 seconds instead of 8 so you get more benefit per stamina point spent.
