My money last year on the Chapter content following their recent combat rebalances, CP changes and focus on Skyrim location made me think Winterhold would be an excellent place for Spellcrafting, but it appears they were at least 1 year behind where they wanted the combat to be and introducing a system like Spellcrafting would of been an awful idea in that state of the game. Going for a non combat based mechanic was the right choice.
This year though.. CP is about to be reworked in 1-2 dlc's, combat abilities and sets are rebalanced on set standards, crit and penetration is about to be combined, light/heavy attack dynamic scaling, no major void in the classes elements or playstyle, class identity is better, but not complete or great, and last year's new mechanic was non combat related (excavation) so they better go hard on combat this year.
The cherry on top: the chapter being Obivion themed and probably set in Cyrodiil, while also showcasing a shining BOOK in the trailer kinda makes it seem like the stars are aligning for a new system like Spellcrafting to finally be introduced. Letssss gooo.
Cyrodill will no Longer be a PvP zone to facilitate Oblivion. This will bring more revenue to ZOS than leaving it as a PvP zone.
PvPers can go bash each other in IC or BG or duals.
They get to resell the existing Cyro map.

Seriously though, why are people so adamant about spellcrafting? I genuinely think it's something that's impossible to properly adapt into an MMORPG like ESO, let alone be balanced. The meta issue would be even worse than it is now. It would either make all current abilities redundant, be useless, or have a handful of good combinations with most of the system offering useless (from a meta PoV) spells. None of these would make it worthwile to create such a complex system.

I was wondering what OP is trying to get at.
@Prof_Bawbag Actually Cyrodiil as Main PvP mass was a top selling point. ESO was designed as a PvP game, Cyrodiil PvP existed before even Craglorn was a thing. Thats why the choice of your alliance was so important, you had the Alliance and Main Quest sure, but after that the goal was to get the people into PvP, since there was no PvE Endgame like we know it today.
Also The Main part of Cyrodiil is not all that featured in Oblivion, there is plenty of space to grow to the west with Skingrad and all that and even on the east with Bravil, even though Bravil technically is on the PvP Cyro map, just not accessable.
And not even that, since we don't know much yet, it could very well be that there will be an overhaul of the Cyrodiil PvP Map as well, it would be a perfect opportunity, maybe even to give PvElers a PvE version of it.

People want new things, preferably those that let them play their character in new ways, and things they already know they liked in previous games. It's not really a mystery. Same reason we keep asking for spears.
There's also nothing impossible about adding new skills, MMOs usually do it all the time. ESO is probably the most conservative in that area I have ever seen.
