So yeah im going to be that. So it's 25 to transmute to any trait when you comeplete a full sticker book set. But it still cost you 50 transmute stones if you don't reconstruct?

✭✭✭✭✭Some items might drop in Legendary Quality already (from trials, leaderboard rewards)
You can make the decision if it's worth spending 50 transmutes but not have to upgrade, or to spend 25 but have to pay the upgrade cost to make it, since it's base is the lowest quality it drops in.
For example, if you have some Legendary Perfected Siroria Jewelry, I would rather pay 50 transmutes to change the trait to Bloodthirsty, than to pay 25 transmute PLUS 4 Chromium Platings to make it gold.

There's nothing hidden or camouflaged about the intent from ZOS there.
At least you have other options now instead of re-farming gear and/or transmuting the trait.4 -

Encourages the use of the stickerbook, but gives you other choices if you don't bother. Combined with the increased transmute crystal cap and increased crystal gains there is really nothing to complain about here.1 -

Correct. And farming the full set is trivial at most. If you know how to influence drop odds and go for named items first that is.0 -

Not Cloudrest one, it drops as purple from +2 and gold from +30 -

Farming full sets is trivial only if you forget there are also arena and trial sets0
