Vampire Stage 4 Merchant Restrictions Mount Leveling

I can understand the restriction of merchants not wanting to deal with Vampires at stage 4 in either selling or purchasing goods. However, you cannot level up you mount either and I feel that is wrong. The horse merchant should be exempt from the Vampire stage 4 restriction.

✭✭Here's what works for merchants and the Stage 4 restriction.- Mesmerize; the caveat is that some NPCs will be affected, others won't.
- Port to Coldharbour; the caveat here is that some services won't be available until you complete the zone's main quest there.
- Port to Cyrodiil. Completely exempt from the justice system and most services are there.
- Purified Bloody Maras to reduce your stage by 1.
Note: Western Skyrim has a bug where the majority of NPCs will NOT accept the input of Mesmerize;- The bankers.
- The guild traders.
- Certain vendor merchants who of which escape me.
