Can we have a couple offensive skills scaling off health for pve?

Title. Would be nice if a couple of offensive shield skills could scale off health in pve. Would make health tanks more viable in overland pve.

    This would pour gasoline on the high-health proc set meta in PvP.

    Tanks aren't meant to deal damage.

    S&B is a defensive weapon line and it is not intended to be a strong offensive weapon line. Zos made this clear when they heavily nerfed the bashomatic 2000 build back in early 2014.

    I'd love to see a couple of the S&B skills scale damage off health. Let a classic tank get 10K instead of 5K while wearing tank gear; that would really help tanks doing overland content but certainly not compete with dd's. Regarding PvP, sounds like a job for Battle Spirit to avoid undesired results in PvP.

    People wants to build super unkillable tanks and also deal decent damage. But when you build as tank, your damage should be minimal at least.

    This game could use build focus. Like if you choose your group role (damage, tank, healer) it could have debuffs for other role oriented skills

    For example (it only affects your skills [like healing done, not received])

    DD = -50% resistance, -50% heals
    Tank = -75% damage, -25% heals
    Heal = -50% damage, -50% resistance

    This should solve few issues in this game which makes troll builds possible.

    It could be nice to go even further and just make all skills to be scaled based to max weapon/spell power and make magicka/stamina bars just for "fuel reserve". Then you can choose if you wanna build for more damage or more use of skills

    Wow, nice! That's so interesting. I'm always looking to create tanks and healer that can do more than tank and heal in group dungeons. I'm wondering how much of that DPS is from Zaan + Torug's + Malacath ...

    you absolutely HAVE to consider both sides of the game, pvp and pve, when suggesting skills or changes. having a high health pool is pretty good in the current state of the game with sets like crimson and alessian or other builds people are running. these players typically don't die easily at all, now if they could do high damage as well, well then anyone not running a tanky settup would not be viable, thus throttling the meta even more. in theory I'm sure it sounds like a cool and unique idea but it just would not work out so well since one side of the game would be broken, which means a nerf or change to skill, which means updates, which means something gets broken, which means some other crazy form of cheese to deal with, and repeat the process.
    RIP skill based PvP days. . .

    I would strongly oppose any such debuffs! I do think that the trade-off between damage and toughness should be maintained and only enhanced by correcting crazy proc sets and any damage abilities that DO scale off HP as those seem broken to me. However, if you can use skill to mitigate enough damage so that you can trade in some toughness for more damage dealing ability, more power to you! You should NOT be punished with a role-specific debuff. Same for the other roles too.

    Starting at 20k health - every 500 additional health = 1% damage reduction. So 30k health would be -20% and 40k health -40% etc...problem solved.
