How do I give High King Emeric his quest arrow back? For the zone quest I need to talk to him, but he has neither Quest Arrow nor quest dialogue option. I already restarted the game and did a zone story elsweyr, but that didn't return the arrow.
Is there a hidden quest for this that I missed or is this yet another bug missed in the patch notes?
