Error 209 in Launcher

I'm getting this error just now. I did not update anything, it worked fine hours ago.
I can't even Repair it, it just pops up the same error. Tried the methods stated in the KB Article to no avail as well.
I'd really appreciate a fix which does not require me to re-download the whole game. Thank you.

Update: I tried the tip the comment in this link provided and it worked in a way. When I opened the launcher after, it started downloading around ~1GB files but I could enter thereafter.

Yes, as I mentioned in the OP, I already tried those methods but none of them worked.
