General Malvicus in the Imperial Sewer Location

I am trying to find the Moth Priest’s Cleansing Bowl Antiquity in the Imperial City/Sewer. I understand it can possibly drop from General Malvicus, a part of the quest line in the Imperial City. Does anyone know at which point in the story this occurs? Each district has its own quest; it it unique to one of the district quests? Thanks.

    You will need to finish all six district main story lines before you encounter him.

    The antiquity has a much broader drop list. I think I've gotten it multiple times from other mobs in IC. I'd recommend trying the stationary bosses in the sewers.
