I did miss something on my first run through because of the great crowd of players there. There's actually an animation that shows Fenn getting his hands tied up. Dear, oh dear, oh dear...PC EU1 -

✭I thought it was to stop him from following Verandis. But... idk. I still don't understand why he changed from his Greymoor outfit to one identical to Gwendis's, then back again either, or why he said he was my "superior" when I was the one who saved both Rivenspire AND all of Skyrim. Not to mention, you know, all of NIRN through stopping the Planemeld.
I may be the newest member of Ravenwatch but I'll assume he was kidding.

He was kidding around because your a new member and he's is now on the leadership council, so technically he outranks even you though you're clearly the superior fighter and have accomplished grander things. Verandis has stepped down as head, and the leaders of the Ravenwatch are now Gwendis, Adusa, and Fenn.

I finished the main quest a couple of days ago and he was tied up.

Fennorian sometimes dresses in Gwendis's clothes, he ties himself up and he has severe daddy issues. He is an Alchemist and a Vampire. He's the object of Melina Cassel's unrequited love.
It's starting to sound like one of those Super Villain origin stories
