First: I am really sorry you run into this issue.

Theres questions that have to be answered first:
How many people beyond you have the exact same issue?
Three or ten even 100 people experiencing this out of 500.000 players (I have no Idea how many people play currently, it's just a number) is not that much.
Can ZOS fix this issue at all?
Keep oin mind a computer is a highly complex machine, what if your problem happens because your mainboard and your graphics card dont get along 100% and ESO uses just some lines of code that break because of this one issue.
ESO would be ok in the test they can run, just not on your machine and it would not be find-and fixable for them.

Maybe it's an AddOn you use that's causing the problems.
Maybe it's a virus/worm/ anti-virus/firewall.
Maybe a component in your PC is actually defecticve

As an example, years ago when I was still playing LotRO my PC would bluescreen at least once a day when I was playing.
It was a new PC, I had it back at the company that built it, they condfirmed every time the machine was a-ok. Nothing on the net helped me find the cause for that problem.
I was highly annoyed because the game crashed my PC, I was close to quitting.
After about three weeks (and no patch in the game happened in the mean time) the bluescreen disappered after a windows update.
There was a driver issue I learned later on and from all the programms I used on my PC only LotRO ran into it. I wouldn't have believed something like this could happen had I not experienced it myself.

This is not meant to marginalize your problem, there is just a much larger scope that needs to be taken into account.
