[DK] Green Dragon Blood and swapping weapons (bugged?)

Just curious about the DK skill [Green Dragon Blood]; it is a duration ability that lasts 20 seconds but when I swap weapons the effect is lost.
Is this supposed to work like other duration abilities and persist through weapon swaps? Or is it considered a toggled effect? I didn't see anything in the tooltip description that would indicate it is a toggled ability.
Just want to clarify before I bug report it.

✭Weapon swap mechanics are cumbersome and archaic imo. I avoid it as much as possible, but there are a lot of abilities that cancel out when you weapon swap just to access the other 5 skills you need because our hotbars are so meager.0
