ESO Stuck on character load

Writing for a friend (THC Lynx). Around a week ago he was playing normally when the whole console got stuck. After rebooting, he is not able to continue playing again. The game gets always stuck when the game should start - after selecting character.
Last update did not help, re-installing game does not help, removing saves does not help.
I would say there is something wrong with the game code in his last save location, but is there a way around it???
Any ideas???
