You are mostly correct. The person you quoted stated the mechanic correctly. Zos moves the zone for the chapter to a DLC when the next chapter is released. That happens to fall approximately the same time of the year.
So next year we will get a new chapter and the current one becomes a DLC. It is possible the Antiquities system will be a separate purchase.3
