✭You can test this stuff yourself, enable in-game self buff indicators (settings combat section) and cast empowering grasp on something and see if your character receives the buff.
And yes, your character receives the empower buff.---No longer active in ESO---

✭✭✭✭https://eso-skillbook.com/skill/empowering-graspEach area now also grants allies Empower, and strengthens your Skeletal Mage and Spirit Mender's damage and healing. Reduces cost as the ability ranks up.
But it applies to you too if you're in one of the circles (they cast in front of you). That said, it's a GCD dps loss for stam/mag-cro and not really a damage skill you want to slot; it's best used on a healer , so empowering yourself isn't really the concern.
