Since the negate skill from the sorcerer skill line feels so overpowered in pvp. I truely believe it is time for a small redesign of this skill.
My idea of a redesign is to both modify the existing negate and introduce a negate like skill to the other classes too. So things get a bit more fair in pvp again.
At the moment negate both prevents aoe abilities in the area and stuns the players. But what if it is changed to be a normal skill instead and not an ultimate anymore. (ZOS can add a new ultimate in its place). Also now preventing only damaging aoe abilities while still allowing healing aoe in the negated area.
At the same time classify this type of skill as a "globe" type of skill just like the way some skills are channeled or cast time skills, this can be a globe skill. With the unique property of this type of skill that it's an aoe on a fixed area and can never be blocked or be undone or prevented in any way. Also the moment one leaves the area all effects end immediately.
Psijic order already got Time Stop which acts as a globe skill.
Alliance Support got Siege shield which is a globe skill.
Sorcerer's negate is now a normal globe skill.
To make things fair again I believe now it's time to give the other classes their own globe skill too.
For example some nice ideas to start with:
Give Templar a globe skill that prevents all enemy healing, heals friendly, and sets enemy players off balance in the area.
Dragonknight can have a globe skill that burns and slows all players in the area.
Nightblade can have a globe skill that turns friendly players invisible and drains all enemy stamina in the area.
Warden's globe skill slows enemy players, deals cold damage in an area and drains all enemy magicka.
Necromancer's globe skill resurrects (channeled) all dead players in an area and gives any alive friendly players major protection inside the area.
And ohh yeah, this new type of "globe" skills should not come cheap.
The simple one.
