Only certain werewolves and vampires will infect you, not all the ones in those zones. They spawn in pairs in a few specific locations (and don't always appear in all of them) only at night. I wish that was the case. Last year I spent about a month trying to find infectious vampires in Reaper's March. You're right that it's no longer linked to the phases of the moon - for example I first found werewolves when both moons were 1/2 full. But it's definitely not every Thursday or it would have been a lot easier for me to find them.
I suspect it's only on certain in-game nights, so I probably kept missing them because the days in ESO are about 6 hours long and I had to go to work and things so I couldn't check every virtual night. I did consider trying to work out the pattern, but after I found vamps (after finding werewolves multiple times) I was fed up with looking so I never got that far.
When I tried to find wild bloodfiends, I reliably found wild werewolves 3 or 4 ingame nights each rl week for few weeks. Either ww or bloodfiends (not both same night) spawn at Reapers March, The Rift and Bangorai in one of rather many possible spots after ingame midnight. I believe one pair spawns for each zone and if killed they may spawn at other spot at same zone.
Anyway, there is no need to kill them, just aggro, get bitten and run away, and check if you got the infection. Repotedly getting killed and having to respawn does not prevent getting infected. Assuming it is not broken like many things are currently.

The goat is broken. I got infected by a pair of werewolves in Reaper’s tonight — my goat’s eyes were not glowing at all.

Agreed. I had the goat equipped on every character I was playing at the time and there didn't seem to be any link. The goat's eyes glowed sometimes when there were no vampires (including during the day) and weren't glowing when I finally found them. They did start glowing the in-game day after that, but as far as I could tell from previous times it was unrelated.

The eyes were glowing during the entirety of the Witches Festival. Is that when you saw them, by any chance? Other than that they have no glowed for me in a very long time.
