Wild Werewolves didnt give infection with Sanies Lupinus

So, me and two other players discovered 2 wild werewolves in reapers march. Although we got hit several minutes, noone of us got the infection with Sanies Lupinus.
It was weird, since it was new moon and the rumors say, werewolves spawn at full moon? And no infection?
Is this a bug?

    That sounds like a bug. Unless all three of you had the vamp infection, which I think is unlikely.

    I'd file a bug report, particularly if you have it happen again.

    There are only certain spawn locations for either the Bloodfiends or WW that can infect you. And despite what all of the info on the web tells you, I believe they spawn on Thursdays - regardless of moon phase. After farming hard for a few weeks to get a natural bite, finding this out was more than a little underwhelming.

    Only certain werewolves and vampires will infect you, not all the ones in those zones. They spawn in pairs in a few specific locations (and don't always appear in all of them) only at night. If you find a WW or vamp which is there all the time they won't infect you, even while the infectious ones are on the map.
    There are only certain spawn locations for either the Bloodfiends or WW that can infect you. And despite what all of the info on the web tells you, I believe they spawn on Thursdays - regardless of moon phase. After farming hard for a few weeks to get a natural bite, finding this out was more than a little underwhelming.

    I wish that was the case. Last year I spent about a month trying to find infectious vampires in Reaper's March. You're right that it's no longer linked to the phases of the moon - for example I first found werewolves when both moons were 1/2 full. But it's definitely not every Thursday or it would have been a lot easier for me to find them.

    I suspect it's only on certain in-game nights, so I probably kept missing them because the days in ESO are about 6 hours long and I had to go to work and things so I couldn't check every virtual night. I did consider trying to work out the pattern, but after I found vamps (after finding werewolves multiple times) I was fed up with looking so I never got that far.

    The ones we found were definitely the right ones. It was a pair and after the night they despawned. I only know the mechanics from blood fiends which i found several times already. And regarding the spawn time: All fiends spawned at new moon for me, but that was also the only time i was really looking for them xD.
    I wrote a ticket, let's just see.

    If you already had a vampire infection, you'd need to cure that before you picked up lycanthropy.

    But, yeah, that is weird.

    Yes of course we werent infected! Just cured it the day before. And the two others haven't been infected befire at all.

    There's no, "native," werewolf spawns in Reaper's March. If you see a wolf there, you know it's the infection spawns... EXCEPT: Greymoor added a random encounter (in base game zones) where you see two travelers who shapeshift into Werewolves and attack. I'm not sure if they can infect you or not.

    For Reaper's March, The Rift, and Bangkorai, there are native werewolves in Bangkorai (they have a single quest in northern Bangkorai.) I don't remember native blood fiends in any of those zones.

    Outside of that, if you're in the right zone, you're looking at infection spawns (unless the new Greymoor encounters don't count.) Also, vampires that spawn out of rifts, and of course anything that spawns at a dolmen cannot infect.

    When I tried to find wild bloodfiends, I reliably found wild werewolves 3 or 4 ingame nights each rl week for few weeks. Either ww or bloodfiends (not both same night) spawn at Reapers March, The Rift and Bangorai in one of rather many possible spots after ingame midnight. I believe one pair spawns for each zone and if killed they may spawn at other spot at same zone.
    Anyway, there is no need to kill them, just aggro, get bitten and run away, and check if you got the infection. Repotedly getting killed and having to respawn does not prevent getting infected. Assuming it is not broken like many things are currently.

    Last I checked the werewolves that spawn at night spawn only 1. Bloodfiends come in a pack of 3.

    I've noticed all three zones have some sort of vampire or werewolf that has nothing to do with the special spawns. I'd refer to the guides on it and where the spawning locations are in each zone.

    The phase of the moons have nothing to do with when the vamps or ww spawn. When the ww spawn they will spawn for 3 game nights in a row, that means they will spawn 3 times in one 24 hour real day. The ww will then go on a 6 day +/- 1 day cooldown before spawning again. The vamps have a similar pattern but are on a 28 day rotation. In an average month the vamps will spawn once while the ww spawn 3 times. The vamps and ww never spawn at the same time, but they do share spawn locations.

    Agreed. I had the goat equipped on every character I was playing at the time and there didn't seem to be any link. The goat's eyes glowed sometimes when there were no vampires (including during the day) and weren't glowing when I finally found them. They did start glowing the in-game day after that, but as far as I could tell from previous times it was unrelated.

    The eyes were glowing during the entirety of the Witches Festival. Is that when you saw them, by any chance? Other than that they have no glowed for me in a very long time.

    This was back in August - September 2019, when I was trying to turn my necromancer into a vampire. I haven't really paid attention to it since then, but it's helpful to know events can change it too.
