Markarth DLC - I'm Confused

This may be a dumb question, but I am old and get confused.
I have a ESO+ subscription, and I thought this meant I get DLC for free when they are released. I understand that new Chapters (Elswyr, Skyrim etc) are not free.
As I understand it Markarth DLC is precisely that, a DLC. So why am I asked to pay 2000 Crowns in the Store for the Markarth DLC?

You should be able to port to the one open wayshrine and start the quest, but marketing want everone to buy either the 2k DLC or 4k DLC Collectors edition, just incase...

method__01✭✭✭✭✭DLC content is free to play as long as you are an ESO+ member but you can buy it if you like
