Quest markers useless in Markarth & Solitude

So I've collected a new delve quest from Tinzen, time to head over to the wayshrine...
...and teleport to the wayshrine closest to my destination. Wait... I'm already there? That can't be right.
The quest marker is pointing at the town gates, telling me to leave the town to do my quest. But of course I was going to leave town! Why else would I be at the wayshrine; that's literally what they're for! I just wanted to use the wayshrine the exact same way that they work in... pretty much every other zone except Western Skyrim & The Reach.

alcolol✭✭For reference, here is how the equivalent delve quests work in Southern Elsweyr. I'm not even at the wayshrine; I'm next to Guybert Flaubert, and yet the quest marker still successfully marks my quest!
