Is it normal for werewolf morphs to reset to 0?

I have morphed my werewolf ultimate to Pack Leader Werewolf TWICE now. Some time after doing so I lose it on my action bar and it's back to square 1. I didn't pay attention to skill points to note if I was getting those back or not yet.
Is this some weird behavior with just werewolves?
