I think its important to understand that this "Year of Perfomance" was really just pr talk for prepping the game for Stadia launch.
I dont belive for a minute that it was necessary to move so many calculations to server side, if it wasnt for the fact that they
had to massively reduce the amount resources the client uses for Stadia.
I dont think the devs wanted to have all the massive desync issues this caused, but had to stick to it due to Stadia.
At the end, pve overland quest crowd probably dont even notice many of the issues, the so-called performance fixes have brought.
The going theory is that the higher-ups already knew about the Microsoft merger possibly happening, and thus wanted to make the look as profitable as possible.
This meant putting the game on as many platforms for box purchase and crown store sales as possible.
I dont think the actual devs wanted the massive degradation in gameplay their "perfomance fixes" has brought, but its unlikely that they had a say in the matter.
Sadly , this is the reality we live in, where profits are above all else.
