Critical rating is not the issue here. The 6% loss is too big: it should've been kept the same, or nerfed by 2-4% instead. Yes, there is an issue with critical rating being abundant, and that's your fault. You buffed divines trait and that just makes Thief/Shadow EVEN better without buffing other mundus stones; there's a huge unbalance here.
The Warrior/Apprentice Mundus Stones have been untouched since Horns of the Reach - over 3 years ago now. If you want build diversity, or something new - buff the Warrior, the Apprentice, The Mage (increase Maximum Magicka) and the Tower (increase Maximum Stamina) for more build-diversity. Older sets that give WD bonuses can maybe get some adjustments too. Gutting crit IS NOT the answer - it should be another viable alternative.
I propose the following:
The Warrior/Apprentice should be buffed from 238 / 363 (Base / 7 Divines) Weapon/Spell Damage to ~313 / 512 (Base / 7 Divines) Weapon/Spell Damage.
The Mage/Tower should be buffed from 2023 / 3311 (Base / 7 Divines) Magicka/Stamina to ~2500/ 4092 (Base / 7 Divines) Magicka/Stamina.
Perfect Strike/Spell Precision bonus from 3% to 6%.
Precise Strikes/Elfborn from 25% to 20%.
Does this have an affect on PvP? Yes, because you just outright will not separate it, for whatever reason, but I'm not expert in PvP, so no idea how to propose changes there.
The champion point change is bit meh, but It's been over 2 years since Murkmire that the CP cap has changed. When the hell are we getting news about this "new direction" with CPS? It's bloody stale being 810 for this long... It's becoming less fun.

I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.
