What Set would you fix and how?

Basically the topic title. What set do you think could use some love and how would you like it done?

For me I'd like an update to Salvation. Its a fun little set but the 5-piece is lop sided. 33% less ultimate to change is ok-ish but the damage boost to wolf form is all but worthless. I would gladly trade the 33% for less if it had a better use in wolf form.

Current Bonus
5 items: Reduces the cost of your Werewolf Transformation ability by 33%. While in Werewolf form, your Weapon Damage is increased by 5-150.

Updated Bonus
5 items: Reduces the cost of your Werewolf Transformation ability by 20%. While in Werewolf form, reduces the cost of remaining in your Werewolf Transformation by 20%.

This would not stack of course with Call of the Pack. Not sure if that's worded right. What I mean is you could not get 4 wolves (with COTP, 80%) and slap this on to get 100%. What this would do would basically grant that 20% and the cap from the passive would still be 80%, you would just reach it with 3 wolves is all. If you play a WW you know that rush of having another in the pug turn out to be a wolf and how you suddenly dont feel so rushed to devour. Hell I'd take a 10% if only to give this a good use in wolf form.

Make a version of Twice Born Star with either all magicka or all stamina related stats for the 2 - 4 piece bonuses. Or double dip into both magicka and stamina related bonuses for 2 - 4 like sets like NMA do.

Remove the ridiculous "use an ability of opposite resource of the set's stat focus" requirement from Undaunted Infiltrator/Unweaver.

Vampire Lord - this might be the only set in the game where the 5-pc bonus actually cripples your character more than benefits them.

    Currently, it does this:

Increases the bonuses and penalties of your Vampire Stage, depending on how far you've progressed. Stage 1/2/3/4 1%/2%/4%/6% additional Flame Damage Taken. 1%/2%/4%/6% increased Regular Ability cost. 5%/10%/15%/20% reduced Vampire Ability cost.

Reduced vampire ability cost in no way justifies increasing the debilitations of the stages. That's ridiculous. Get rid of that entirely, and maybe switch this over to increasing vampire ability damage instead.

    I've got this great idea..!
Wouldn't it be fantastic if ZOS were to create sets that proc'd when you hit a light attack or similar single skill on your bar... that way you could actually have minimal skill, and kill folks whilst drinking a cup of tea... oh wait...

All counterproductive sets like Sithis Touch. If you are in an area where Blade of Woe is usable, you don't need the little 10% damage increase since you can keep instakilling with Blade of Woe. If you want to fight without using Blade of Woe, you are better equipping Heem Jas Retribution which does practically the same, but you don't have to use Blade of Woe even once.

How would I rework it? Instead of Major Berserk I'd give it Major Expedition which would offer actual combat advantage and also fits the theme of the set.

I would like to see Syvarra's scales, Unleashed Terror, Pillar of Nirn and similar sets fixed by halving the damage of the proc.

On a similar note, I'd like to see flame blossom lose the penetration for a line of crit with a minor buff to the 5pc proc damage.
