✭✭✭You'll need to have all decon passives in the crafting lines for even a 50% chance of decon. I've gotten quite a few, but only the Radiant Bastion set is Arkthzand Armory style.

✭✭✭✭✭You can get the Arkthzand Sprocket now. The style mats for the Wayward Guardian and Nighthollow styles aren't available yet.
They'll normally be available around the same time that they show in the collection screen, so I'd guess that'll come with the Q1 2021 DLC dungeons patch.1
