What exactly does "as long as they are not already marked from you" mean with Oblivion's Foe?

Specifically does that refer to any kind of mark one could put on a target?
Would a 'mark' from using Purifying light or Degeneration on a target qualify?
Or does it simply mean the DoT from OE can't be reapplied until the previously one (and it's mark) has ended?

daemondamian✭✭✭✭Thanks Dragonredux, I just wanted to be sure as sometimes item descriptions are ambiguous, misleading or dont mention caveats etc so in the past I've gone to use particular sets only to discover they dont work the way I expected resulting in a waste of time & gold.0
