Description of issue: Blue health bar is missing from a number of allied players and group members in Battlegrounds and Imperial City (I don't do much Cyro so can't speak to that).

In the heat of combat it can be almost impossible to stay with my group because I can't tell where they are. I was in a BG a couple days ago in which I couldn't see ANY of my teammates' health bars. Several times I would be looking around trying to find them, only to realize they are right next to me. This poses a number of obvious problems and puts me and my allies at a serious disadvantage vs groups who aren't experiencing this bug at the time. Please fix.
