Since tanks will always apply breach with Markarth patch (both physical and spell pen)
And they nerfed magicka steal by 40% so it's now 168
Is it even worth it to keep uptime in 168 magicka steal or can you slot something else?

    It's not really worth it to slot Ele Drain anymore
    In my opinion radiant aura and siphon spirit + the new arena staff are better choices than drain in most situations.

    For 23 secs. Siphon spirit lasts 30secs & provides lifesteal, too.

    Even before the changes, once zos had changed the cast time for siphon spirit to instant, elem drain was rapidly moving into the background as a utility skill - a tank with pierce armour provided major breach (old system) anyway.

    Now, with changes, it's marginalised further; I'd prefer siphon spirit as a free instant cast magickasteal (with healthsteal) with longer duration.

    Only free if you don't look at opportunity cost.

    For the cost of slotting an ele drain you lose out on something else.
    Could be more damage, another heal or sustain ability.

    I already had not been using it, and we don't have Markarth yet on Console. It always seems like with good tank play, you don't really need it, so I just focused on having a higher up time on my Power of the Light (Templar Healer).

    My healer still uses it, but only because they are using the Vateshran destruction staff. Free sustain and a damage dealing tether still make it worth it, but without that staff I honestly don't know. It's still sustain but siphon spirit is probably the better choice now.

    It is still a lot of magicka, 140/s means 8.4k a minute. That's a lot, more than 2 orbs. Using drain on priority targets tank doesn't tank would additionally boost the damage done to it by a lot. So as long as your group has mag dds, (and even without them for at breach) drain is still great.

    either ele drain or siphon spirit. the magickasteal s still vital for mag users. the buff to major int from potions does not mean you can safely unslot a source of minor magickasteal. mag sustain is roughly the same with the major int buff and minor magickasteal nerf as it was last patch

    so, unless you want your mag players looking for a new healer, yes run it. one or the other.

    Depend the content and team comp' you get.

    In 4 man with magicka DD ; yes.
    In raid in Magicka comp with Hollow + Worm + Warden/Sorc (minor intel) ; not really

    Assuming you mean Magic steal? Sure.

    Specifically Ele Drain you can swap it to another skill that does the same assuming bar space isn't a hinderance.

    168 Magicka per second is definitely still necessary to sustain high damage builds. That’s the equivalent of giving 336 Magicka recovery to 4-12 members of a group. Absolutely still worth a skill slot and it’s a free cast every 23s.

    Edit: Other sources of Magicka steal are fine. I just mean that this particular buff in not optional in group content.
