I have run around skyfall docks and the two starter city docs and nothing so far.

Nasuradin_ESO✭✭✭There is an altmer lady in the skywatch docks who will give you a lift to grathwood for free, typically when you finish the fighters/mage guild quests and the next lvl 15 quest markers show up for grathwood, it hoovers the markers over there confusing the crap out of everybody.0 -

✭Also, if you have a guildie who is already in Grahtwood, you can just "travel to friend" (or whatever it is) and there you go!0
