Housing limit and visitor access clarification

How do!
My guild hasn't been able to visit my house that I set up as the guild house since the patch dropped. I've done some testing and it seems this "no permission" error they get is only from houses where I'm over the housing limit (due to no longer having eso+).
I've tried this with 3 houses: 2 over the item limit and one under. They can port to the house under the item limit fine but not to either of the houses over the limit.
I haven't had eso+ for a few weeks however, so I'm not sure if this is intended or a bug?

Lovelocke✭✭✭My eso+ expired Oct 12. My guild mates are confirming they have visited my house after that point and have only encountered this error since the patch.1
