Mag skills are designed to be cost 300~ compare to stam skills. With minor magicka steal nerf to 168 instead of 300 (which translates to around 135 instead of 250 magicka per second) magicka takes a hit compare to stamina in any group that doesn't run hollowfang (already 1 support set that stamina groups don't need to bring).
Which means it hits:
Un optimized trial groups.
Dungeon groups.
Solo play.

Except there is no stam groups. 99% trial groups are full mag. All the pve content is built for mag. You may pull less dps on dummy and lost some sustain but at the end of the day mag is still king for every content due to better survivability, support, cleave dmg etc.
So what ?
Magcost didn't increase, but both regen buff increase and we lose a bit on ele drain.
If anything that a direct buff and made you less dependent of magicka steal which is nice.
You really gonna tell me you're jealous because stam got like 3% more ? Really ?
Stam in PvE need love, this patch is good for them, hope we gonna see a bit more of them.
Doesn't change the fact that mag comp will always be the easy way to go.
