Does combat get easier the higher level you are?

I know there's a balancing thing going on...but man...I'm a lvl 44 necro and I'm holding my own but....it would be nice to feel powerful once in a while . Does quicker combat kills happen with higher player levels, or just better gear? Thank you.

There's a kind of power valley that exists IMO while playing that you hit roughly around level 40 through to champion 160. From there once you get your gear and such you start to feel stronger.

Yes and no. Once you have all 810 champion points allocated once you’re max, you’ll notice you can stand and really take a hit in comparison to now in some content and especially in pvp. Combat doesn’t get “easier” per se, but you get better gear = which makes you hit harder and it’s honestly just learning a rotation and a play style that suits you. If you start practicing now getting a rough idea how you want to play, by the time you’re 810 it’ll be a breeze and complete muscle memory :)

When I first started playing (crikey, it was when the game first came out - feel old!) I found the game really challenging and had to adapt/learn as I went along. There was content I simply didn't have the skill to beat, and I bashed my head against a brick wall until more by luck than judgement I got there.... Once One Tamriel came along it seemed to get really easy with scaling on low levels. I thought maybe the CP was pulling me through, but I created a toon on PC EU and with zero CP it seemed just as easy?

My take on it is that you get used to the mechanics and can take down virtually anything. This week I took a L12 toon to L50 taking advantage of the event doubleXP, and used the same L20 armour and weapons 'till the end... hardly any issues with soloing dolmens & the occasional World Boss (I was picky though!).

A L30 toon with great matched armour & weapons is amazingly strong with scaling... I've heard many tales of max level toons being humbled by well-geared lowbies in PvP. Unfortunately it wasn't me... I'm a potato

Well, in eso most of your characters strenght comes from knowing what skills to use, knowing what gear to use and having a good timing with your skills.
One thing that might be unexpected for a new player is that old gear becomes worse, the further you level. So if you craft epic gear for a level 15 character, you'll be almost as strong as a max level character. But if you use the same epic level 15 gear on a level 45 character, you'll be noticably weaker.

The in game hints and tutorials really doesn't make it clear enough how critical gear is IMHO. When I first played I struggled a lot until I pretty much accidentally ended up with a full set of thunderbug and realised how valuable sets are even when levelling - especially if you've not yet mastered the skills side of the game so much where the bonuses can cover for a lot of other weaknesses.

Nowdays I keep a chest of sets for levelling that get passed on from toon to toon.
Too many toons not enough time
